Tier I (Primary Level): The base of the pyramid, shown in green, covers 80% of students and focuses on prevention through instruction and core curriculum.
Tier II (Secondary Level): The middle section, in yellow, includes 15% of students and involves targeted prevention and intervention.
Tier III (Tertiary Level): The top section, in red, addresses 3% to 5% of students requiring intensive intervention, with "SST" (Student Support Team) indicated. The diagram emphasizes that students receive services at all levels depending on their needs.

Georgia’s Tiered System of Supports for Students is a framework that encompasses academics, behavior, and connectedness/well-being. A Multi-Tiered System of Supports (MTSS), once referred to as Response to Intervention (RTI), is a framework that integrates assessment and intervention within a school-wide, multi-level prevention system to maximize student achievement.  In Georgia, the multi-level prevention system is demonstrated with the “pyramid of intervention” that is built of three specific, tiered layers within the pyramid, i.e., Tier I, Tier II, and Tier III.
